Trench and Excavation Safety: Competent Person Training

Scope/Overview:

OSHA's Construction Standards for Excavations establishes the concept of a "competent person" with clearly stated responsibilities. OSHA defines the competent person as "one who is capable of identifying existing and predictable hazards in the surroundings, or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them." In this 12-hour program, OSU School of Civil Engineering joins FST in addressing the competent person roles and responsibilities. Although not touted as a "certification program," per se, OSU does issue certificates for successful course completion. (The employer determines "competent person" certification for the employee.) Key course topics include access and egress, excavation basics, hazardous atmospheres, inspections, protective systems, and soil classifications. Participants also learn how to respond when a trench emergency happens, and how to assist the rescue team.
